I went and found a copy of the letter for you so you can read it for yourself, but my interpretation is that he was talking about where we stood at that point in his life as a Republic. If he felt government was too big already, well let's not even go there.
I think we have more machinery of government than is necessary, too many parasites living on the labor of the industrious.
