Sen. Ron Johnson: Weekly Report from Washington

Senator Johnson Marks Three Years without a Budget
Click here to view the piece as originally published on CNN.com.
The U.S. government is the largest financial entity in the world. Nothing else comes close.
Sunday, April 29, marked exactly three years since the U.S. Senate passed a budget.
If you own or work for a small business that has a loan from a bank, I'm quite sure your business has a budget -- and a rather detailed budget at that. Every year around tax time, many American families sit down to fill out tax forms, estimate their income, and set spending priorities for the upcoming year. It's the responsible thing to do.
And yet, Senate Majority Leader Harry Reid appears to believe it is not necessary for the Senate to fulfill its legal responsibility by debating and passing a budget to account for $3.8 trillion in federal spending next fiscal year, $15.6 trillion of debt and, according to figures produced by the Senate Budget Committee Republican staff, more than $65 trillion in additional unfunded liabilities.
To provide some perspective to these incomprehensible numbers, the total net private asset base -- that is, the net value of all household assets, small business assets, and large business assets -- of the United States is $82 trillion, according to figures from the Federal Reserve Flow of Funds Account from March 8, 2012.
Even worse, President Barack Obama and his administration seem to view budgeting as just one more political maneuver. His efforts have been so completely unserious that the President's 2012 budget was rejected by a voteof 97-0 in the Senate. And three weeks ago, when Rep. Mick Mulvaney, R-South Carolina, sponsored a budget proposal based on Obama's 2013 budget plan, it lost in the House by a vote of 414-0.
That's right, not a single member of Congress cast a vote in favor of Obama's last two budgets. That is a stunning repudiation of his leadership. What it really represents is a total abdication of leadership.
Democrats in the Senate have all the votes they need to pass a real budget and show the American people their plan for today and the future. But they refuse, because they don't want to be held accountable. They would rather cut backroom deals that hide the details of their plans, and then take political pot shots at Republicans who have had the courage to produce and vote for a serious budget.
Democrats claim that last year's Budget Control Act is an adequate substitute for a real budget because it "deems" spending caps. Obviously, it is not. It is only half the equation. It includes no plan for saving Social Security or Medicare, for reforming taxes, or for ever living within our means. But it does prove that Washington is certainly good at making sure spending continues.
Business owners and consumers all over America are watching Washington, shaking their heads in disgust, and holding on to their wallets. These are the people we need to get our economy moving again, but these are the very people that are under assault by Obama and his policies.
The Obama administration's agencies are regulating business to death, limiting the use of America's domestic energy resources, threatening to punish success by increasing tax burdens, and providing no credible plan for reining in our debt and deficit. As self-defeating as all of these policies have been, not having a credible long-term budget plan might prove to be the most harmful.
For the 30 years from 1970 through 1999, the average borrowing cost of the U.S. government was 5.3%, according to an analysis made by my staff of figures from the Office of Management and Budget. During that period, the ratio of our debt to our Gross Domestic Product (GDP) averaged 47% and never exceeded 67%. We were a far more creditworthy nation back then than we are today.
Now our debt-to-GDP ratio exceeds 100%, and over the last three years, America's borrowing cost has been kept at an artificially low rate of 1.5%. How long can that last? Nobody knows.
What we do know is that if our borrowing costs were to revert to the 1970-through-1999 average of 5.3%, America's annual interest expense would increase by $600 billion -- an amount that equals 50% of discretionary spending.
Out of our $3.8 trillion annual budget, only $1.3 trillion is discretionary spending subject to appropriation and some level of control. Everything else, roughly $2.5 trillion, is mandatory and entitlement spending that is on automatic pilot -- with no requirement to ensure financial solvency of these programs.
This is unsustainable. Increased interest expense resulting from higher rates, the true cost of Obamacare, and reduced revenues from slower economic growth caused by uncertainty and lack of confidence, all significantly raise the risk of dramatically higher debt and deficits. Employer surveys by McKinsey, as well as analysis by former Congressional Budget Office Director Holtz-Eakin, show that far more Americans will lose employer-provided care than CBO estimates. Additionally, Congress is unlikely to implement the hundreds of billions in Medicare cuts that are called for in the president's health care law
It is past time for Obama, and his allies in Congress, to show the American people a credible plan to address our looming financial crisis. It is time for Senate Democrats to pass a budget.

Ron Paul Attracts 4,000-plus Voters to Fullerton, California Town Hall Meeting

Sole conservative challenger to establishment-pick Mitt Romney engages CSUF and broader community on ways to ‘Restore America Now’

LAKE JACKSON, Texas – 2012 Republican Presidential candidate Ron Paul continued his pattern of attracting thousands of attendees to his town hall meetings, this time drawing 4,000-plus voters to his California State University at Fullerton campus event.

Tonight’s CSUF town hall meeting took place at 7:00 p.m. PST at the school’s Titan Stadium, located on W. Campus Drive, Fullerton, CA 92831. Dr. Paul spoke to the CSUF and general community about the need for constitutionally-limited government, the bonds that tie economic and civil liberties, and elements of his ‘Plan to Restore America,’ an economic blueprint that cuts Washington spending, reduces the national debt, and curtails the rapid growth of the federal government.

The Fullerton event was the first in a days-long series of campaign events to be held in California. Ron Paul will hold another large on-campus town hall meeting tomorrow at the University of California at Davis and on Friday, he will hold another at the University of California at San Diego. Details of Dr. Paul’s ongoing campaign swing in the Golden State, including information on how to RSVP, can be found here.

Photographs of Dr. Paul’s CSUF town hall meeting with 4,000-plus voters follow.

RSC Update: After Graduation, the Search for Jobs & Independence

From the Chairman

From high school to grad school, students across the country are preparing to get their diplomas and move into the next phase of their lives. This is always a time of hope and excitement, but there is no denying the obstacles young people face in today’s economy. Many will have to move home to save money. Many will struggle to find work. And those who can strike out on their own often won’t earn what they would have 5 years ago.

The job market should be growing by leaps and bounds, but it’s been held back by a federal government that hits job creators with one new cost after another. You cannot impose ObamaCare, borrow $1 trillion every year, restrict energy production, constantly threaten higher taxes, and still expect entrepreneurs and small businesses to take the same risks and hire the same numbers that they otherwise would.

Like most parents, there is nothing I want more than to see my children become successful, happy, and independent adults. It’s clear that to keep that dream alive, we need a change of direction in Washington, DC.

God Bless,

Congressman Jim Jordan

Chairman, Republican Study Committee

Israel Today Magazine: Netanyahu may call early elections

Article courtesy of Israel Today magazine, www.israeltoday.co.il.

Sunday, April 29, 2012 | Ryan Jones

Netanyahu may call early elections Governments in Israel rarely manage to stay in power for a full four years, so the fact that Prime Minister Benjamin Netanyahu is just one year shy of serving a complete term is unusual. He may not go to the distance, at least not this time.

The Israeli media on Sunday was abuzz with rumors that an early general election could take place within months. Israelis were scheduled to next go to the polls only in October 2013.

Among the situations that could result in early elections is growing opposition to the Tal Law, the legal framework that allows ultra-Orthodox Jewish men to avoid military service.

Netanyahu visited some of the anti-Tal Law demonstrators on Sunday and reportedly promised to adopt their position. Some Israeli lawmakers said he better do so soon. Foreign Minister Avigdor Lieberman even threatened to pull his Israel Beiteinu party out of the coalition if the Tal Law were not overturned in short order.

There has also been reported escalating tension between Netanyahu and Defense Minister Ehud Barak (Independence Party) over how to handle "unauthorized" Jewish communities and presences in Judea and Samaria, though both men deny there is a problem.

During a meeting with ministers from his own Likud Party on Sunday, Netanyahu said he will not be blackmailed by coalition partners, and confirmed that he is considering calling for early elections.
Army Radio speculated that the election would take place at the start of September, while Israel Radio put the date between October and December.

Whenever the next election occurs, polls show that Netanyahu and the Likud are likely to walk away firm victors, and that may have even more to do with advancing the election date than the coalition problems.

A poll published by the Hebrew daily Israel Hayom showed Netanyahu's Likud winning 31 out of the Knesset's 120 seats if elections were held today. The Likud currently has 27 seats. More importantly, the poll showed the opposition-leading Kadima Party dropping from its current 28 seats down to just 13. The left-wing Labor and the right-wing Israel Beiteinu parties would both win 17 and 14 seats, respectively.

The net result, if the current polls are accurate, would be that the right-center bloc in the Knesset, headed by Netanyahu, would be stronger than it is today, and would not rely on the Labor Party to form a stable governing coalition.
