Texas Deserves Real Leadership


Anyone who has followed Texas politics, for the last few years, is well aware that Rick Perry became more conservative as he prepared to run for president.  Unfortunately, most of his time as governor has been spent as part of the problem.

 A great state like Texas deserves a libertarian, conservative governor who will really fight for states rights and limiting the role of not only the federal government, but the state government, in citizens' lives. Unfortunately, it looks like Perry isn't ready to go away. Will Conservatives and Libertarians stand up or just continue business-as-usual? 

I, however, do not support the idea that Texas needs term limits.  Term limits, to me, seems like the lazy persons way of avoiding responsibility for recruiting, supporting, and voting for better candidates.  If I have a great governor, why would I want them term limited?

Congress Must Work to Prevent Future Intelligence Leaks



This week I called for Congress to hold oversight hearings to determine how to repair the damage caused by recent intelligence leaks. I made the request during a July 11, 2012 hearing into intelligence leaks by the Committee on Homeland Security and Governmental Affairs.

The full extent of the damage caused by recent intelligence leaks may never be known, but what is certain is that the intelligence gathering capability of America has been significantly compromised. Repairing the damage by restoring the credibility of our intelligence gathering services must be our top priority. While crimes may have been committed, the wheels of justice turn far too slowly to address this pressing need. I simply do not have confidence that this Department of Justice will conduct a swift or impartial inquiry to provide the deterrence needed to restore our credibility. As a result, it is time for Congress to fulfill its oversight responsibility.
Those responsible for jeopardizing ongoing intelligence programs and putting American lives at risk must be held accountable. Either through public or classified hearings, we need to determine who is responsible for these damaging leaks so that they can be dismissed and disgraced. Swift action can deter future leaks and restore the credibility of our intelligence services that is necessary to keeping America safe.

In response to a question I asked during the hearing, General Hayden, former Director of the National Security Agency and the Central Intelligence Agency said:
“…Congress, with its oversight authority, could use that function to perhaps create the kind of deterrence that you’re describing, because we have not been successful going down a purely judicial track for lots of reasons…”

Prior to 1917, the Senate was a body of unlimited debate, designed to check and limit the growth of government. In 1917 however, the Senate adopted a cloture rule that allowed two-thirds of the Senate to vote to end debate. For the first time, a determined majority could force a vote over the objections of a minority. Since then, the Senate has made it even easier to halt debate. In 1975, the threshold was changed from two-thirds of the Senate to just three-fifths.

These rules changes have made it easier for government to grow, and guess what - it grew. The federal government expanded from two percent of Gross Domestic Product in 1903 to a peacetime high of twenty-five percent in 2009.

More Positive Economic News


This week CNBC’s Top States For Business Ranking came out and Wisconsin jumped to 17th place, which is our state’s highest ranking ever. CNBC scored all 50 states on 43 measures of competitiveness in ten categories including: cost of doing business, workforce, quality of life, economy, infrastructure and transportation, technology and innovation, education, business friendliness, access to capital, and cost of living.

In addition, the Wisconsin Department of Workforce Development (DWD) announced that wages were up 6.7% in the first quarter of 2012 in Wisconsin. Wisconsin wage earners received record first quarter wages of $27.6 billion, up 6.7% or $1.75 billion from the first quarter in 2011. Total wages in the first quarter of 2008 exceeded $26.53 billion, but declined in the 2009 first quarter and again in the 2010 first quarter. Wages grew in the first quarters of both 2011 and 2012.

These improvements show we are on the right track. We’ve made great strides over the past year and a half, and I will continue to move our state in the right direction.



State of Emergency - Drought Declaration Issued


This week I declared a state of emergency in 42 Wisconsin counties due to drought or abnormally dry conditions. This allows farmers to receive certain permits in an expedited manner, helping them manage the abnormally dry weather.

The declaration covers these counties: Adams, Brown, Buffalo, Calumet, Clark, Columbia, Crawford, Dane, Dodge, Fond Du Lac, Grant, Green, Green Lake, Iowa, Jackson, Jefferson, Juneau, Kenosha, Kewaunee, LaCrosse, Lafayette, Manitowoc, Marquette, Milwaukee, Monroe, Outagamie, Ozaukee, Portage, Racine, Richland, Rock, Sauk, Sheboygan, Trempealeau, Vernon, Walworth, Washington, Waukesha, Waupaca, Waushara, Winnebago, Wood, and any county contiguous to the named counties at the discretion of the Secretary of the Department of Natural Resources and upon written notification to the Governor.

I’ve also encouraged farmers to report crop conditions to their local U.S. Farm Service Agency office.

One additional resource available to farmers is the Wisconsin Farm Center, housed in the Department of Agriculture, Trade and Consumer Protection. The Farm Center staff can provide referrals and information about available services, including such things as finding feed, financial planning assistance, and mediation between farmers and creditors. Farmers can call the center toll-free at 1-800-942-2474, or email farmcenter@wisconsin.gov. The center is staffed 7:45 a.m. to 4:30 p.m. weekdays.

I am hopeful that this emergency declaration will help our agricultural community withstand the recent hot weather. Avoiding long term damage to Wisconsin’s agricultural industry is important as we work to create the economic environment that allows employers to create jobs.

Whitetail Deer Trustee Final Report Released

Last year I signed Executive Order #44, which created a Whitetail Deer Trustee position to independently and objectively review and evaluate Wisconsin’s deer herd management practices.
This week the final Whitetail Deer Trustee report was released. The report marks the conclusion of an independent study aimed at evaluating our current deer herd management practices. Moving forward we need to act on the report to enhance Wisconsin’s rich hunting tradition.

While DNR staff has worked hard, we need to do more to ensure hunters and conservationists have confidence in the Department’s ability to manage the deer herd. Dr. Kroll and his team have gone through an exhaustive process to receive and evaluate comments from the public. The input incorporated into this report from hunters and conservationists will help us restore trust in the DNR’s ability to enhance Wisconsin’s hunting heritage as we move forward with implementation.

I look forward to working with Secretary Stepp and her team to follow through on Dr. Kroll’s report.

Just Ask the Governor

Each e-update, I will answer a question submitted by a recipient of the previous e-update or from someone who contacts my office directly.

Question: I have heard via the news media 3 times in the last week that Wisconsin businesses are "screaming" for skilled labor. I have 3 questions:

Which businesses are screaming for skilled labor?
What trades are they looking for (specifically)?
Where exactly do young adults go to get this training?

Answer: Employers in manufacturing, health care and information technology are having trouble filling openings. Manufacturing employers have increasingly sought workers with post-secondary certifications and degrees due to the integral role technology has assumed in manufacturing, including the use of computerized machines and other sophisticated equipment.

Most of the manufacturers that are seeking workers are looking for production workers with the skills to operate advanced machinery, such as CNC machines, or do metal fabrication, such as welding. Health care facilities are looking for nurses, medical technicians, personal care aides, and individuals with strong IT backgrounds to manage medical records.

There are several resources available. For example, The Department of Workforce Development has a strong youth apprenticeship program to build interest and experience among high school students in high-growth, high-wage fields, including manufacturing, health care and information technology. The youth apprenticeship program combines real-world experience and academic learning. Students can also access the state's technical colleges and university system to pursue opportunities in a wide variety of fields. Currently, the College and Workforce Readiness Council that I established is examining how our state's educational system can better align to meet skilled labor needs.

Madison—The national Club for Growth--which is filled with ex-Mark Neumann staffers--is attacking Eric Hovde by saying he is like Tommy Thompson, only worse.

Unfortunately, this is exactly what everyone expected from career candidate Mark Neumann and his allies.

Mark ran a negative and nasty campaign against Governor Scott Walker in 2010, and he's at it again now that he's polling in the low-teens and single digits in Wisconsin's U.S. Senate race.

The truth is, Eric is a political outsider who's never run for office and who's spent 25 years in the private sector building and turning around companies and creating 100's of jobs.

Tommy Thompson is a career politician and corporate lobbyist who increased state spending by 118 percent, raised taxes and fees by millions of dollars and increased our debt by $2 billion in just five years as governor. Then, Governor Thompson got rich quick as a corporate lobbyist by profiting off his time in office.

If the Club for Growth wants to examine history, they shouldlook at Mark Neumann’s record in Congress and in Wisconsin:

  • Congressman Neumann voted for over 2,500 earmarks, totaling nearly $20 billion dollars.
  • Congressman Neumann voted for the Bridge to Nowhere.
  • Congressman Neumann took over $650,000 in stimulus money for his green energy companies and lobbied Nancy Pelosi and Harry Reid for more.
  • Congressman Neumann told vicious lies about Scott Walker in 2010 while running a negative and misleading campaign against our governor.

MADISON – Emergency burning restrictions will be extended to include Jackson, Monroe, Waupaca, Wood, Portage and Waushara counties and additional portions of Adams and Juneau counties, and campfires have been banned in four Wisconsin State Parks system properties including Southern Unit of the Kettle Moraine State Forest, the Lapham Peak unit of Kettle Moraine State Forest, Richard Bong State Recreation Area and Big Foot Beach State Park until further notice due to continued drought and high to very high fire danger conditions.

The extended Emergency Burning Restrictions and the park campfire bans are effective Friday, July 13 at 12:01 a.m.

Emergency burning restrictions currently are in effect in all of Crawford, Richland, Sauk, Columbia, Marquette, Green Lake and portions of Iowa, Grant, Dane, Adams, and Juneau counties. In these and in counties added today the restrictions apply to areas within DNR organized protection that are outside incorporated cities and villages in these counties.

“It’s dry. You can tell by how many people are looking for the word ‘rain’ in weather forecasts, including myself. The cured, brown grass will catch fire easily and will burn readily. We need the public to help prevent fires by being aware of current conditions and by following the burn ban guidelines,” said Trent Marty, DNR forest protection director.

Under Emergency Burning Restrictions, burning of any combustible material outdoors is prohibited until further notice. This includes:
  • all fireworks (restricted and non-restricted);
  • combustible material in a burn pile or burn barrel, including grass or wooded areas (all DNR burn permits suspended);
  • campfires with the exception of developed camping areas within a metal fire ring;
  • outdoor disposal of ashes, charcoal briquettes, matches or any burning material; and
  • smoking a cigar, cigarette, or pipe, except within an enclosed vehicle or building.
The DNR intends to keep the emergency burning restrictions in place until a significant amount of precipitation is received according to state fire control officials who caution that fire danger is increasing outside the restricted areas as well and that burn permits may be suspended in other areas in days to come.

For the most current fire danger information throughout Wisconsin and a detailed look at the areas under Emergency Burning Restrictions, visit dnr.wi.gov keyword “fire” and select the county of interest. Otherwise, residents and tourists are encouraged to contact their local DNR office or local fire department, town or municipal officials for more information on local fire restrictions.
Visitor Safety is top priority in State Parks
“Sitting around the campfire is one of the special things that make camping in Wisconsin State Parks so memorable,” said Jerry Leiterman, acting operations director for Wisconsin State Parks. “But given the extended dry weather we are experiencing this is a necessary precaution at this time to protect our parks and our most important asset…our visitors.”

Cooking will still be allowed but is restricted to charcoal cooking fires in campsite metal fire rings, self-contained portable grills, and permanently mounted picnic grills. Properties will provide a metal or concrete container to dispose of ash generated from self-contained portable grills and permanently mounted picnic grills outside of campgrounds. Gas cooking stoves will be allowed.

Outdoor smoking of a pipe, cigarette or cigar also is banned on these park properties. Smoking is allowed inside a vehicle with disposal of all burning materials in a non-combustible receptacle or ashtray

State parks officials are instituting the campfire ban to protect property and visitors in the four state park system properties which lie outside counties for which DNR has primary fire suppression and prevention responsibilities.

Counties in the vicinity of the listed parks have instituted their own outdoor burning restrictions. Recent wildfires, while quickly contained, have exhibited extreme fire behavior and required extensive mop up to prevent re-ignition.

“Park staff will begin calling all incoming campers holding reservations for the upcoming weekend with a heads-up on these changes,” said Leiterman. “Greeters at our entry stations will also be informing incoming visitors of the restrictions.

“We will lift restrictions just as soon as we possibly can. Visitor safety is and always will be our number one priority.”

Dr. Afridi's small but important contribution to the successful killing of the world's most infamous terrorist has been greeted with condemnation by Pakistani tribunals. His home was seized, his family was forcibly relocated, and he has likely been subjected to the harshest of interrogation tactics during his detention.
 
I have worked consistently to bring awareness to Dr. Afridi's plight, and I have offered legislation to deny any current or future foreign assistance to the Pakistani government until they reverse course and free Dr. Afridi. In pursuing a resolution to this situation, I have gained the necessary number of signatures on a cloture petition to force a vote on my legislation on the Senate floor. If Dr. Afridi is not released upon appeal, I will seek such a floor vote at the earliest opportunity. This legislation would deny Pakistan tens of billions of dollars in foreign assistance into the future if Dr. Afridi is not freed-extending through the duration of his 33-year prison sentence, if necessary.
 
I look forward to working with you to ensure that Dr. Afridi's situation is addressed without delay, and I would like to work with you to set an agreeable time for consideration of my legislation, should Dr. Afridi remain in prison.

CNBC: WEST VIRGINIA #48 FOR BUSINESS

State falls in Rankings under Gov Tomblin

Morgantown, WV– CNBC released their annual “Top States for Business” rankings this week, and West Virginia fell two spots to #48.
The rankings were based on ten categories, and West Virginia ranked in the bottom half in 60 percent of those categories. Additionally, unemployment reports reveal that West Virginia has experienced four straight months of job losses, according to the most recent figures. Locally, repeated news of jobs losses have become the norm, as companies like Bayer CropScience, CONSOL, Arch Coal, and others have announced layoffs in recent days.

“As someone who started and built a successful business right here in West Virginia, I know all too well the difficulties of conducting business in this state. I worked hard to build my business and create West Virginia jobs, but all too often I encountered obstacles created by the government,” stated gubernatorial candidate Bill Maloney.

“Under the lack of leadership of Earl Ray Tomblin, West Virginia continues to lose good-paying jobs because of our poor business climate. While our elected officials like Barack Obama and Earl Ray Tomblin claim that the 'private sector is doing just fine' and that we are on the 'right economic path', surveys like this and news of more layoffs throughout our state tell a different story. Earl Ray has done virtually nothing to create jobs and has no specific plan for job creation. Earl Ray Tomblin must be living in the dark to think that we are on the 'right economic path', and this survey confirms that the Obama-Tomblin economy isn’t working for West Virginia, as jobs continue to be lost,” added Maloney.

“I have a plan to encourage economic growth and create jobs by reforming our tax code, cleaning up our courts, and having a world-class education system in order to create a brighter future for West Virginia,” concluded Maloney.

WASHINGTON – Earlier today, the House of Representatives voted on a bipartisan basis to repeal the president’s health care law.

Following the repeal vote, House Budget Committee Chairman Paul Ryan issued the following statement:
“Despite the Supreme Court upholding much of the health care law, it is not its role to determine the policy merits of the law. That falls to the elected representatives of the people. For that reason, the House acted to repeal this misguided law to begin replacing it with patient-centered solutions.

“The president’s health care overhaul is already hurting workers, seniors, taxpayers and our future fiscal health. This law fails to slow down the unsustainable growth in health care spending and completely dodges the necessary reforms to preserve the Medicare guarantee for future generations of seniors. Its taxes, penalties, fees and regulations will stifle job creation and its budget gimmicks can’t hide the trillions of dollars of new government spending that will only cause our dire fiscal situation to further erode.

“We must advance common-sense solutions to tackle the challenges in health care by inviting choice and competition into the system. True reform will fix the inequities in our tax system while addressing the structural flaws in Medicare and Medicaid to give patients and doctors greater control of their health care decisions. We can provide universal access to health care without a budget-busting takeover by the federal government.

“With the right kind of leadership in place, I am confident that we can advance real health care solutions in this country. The power now rests with the American people to decide the ultimate fate of this disastrous law.”
