Last night's shooting in Aurora, Colorado was extremely tragic, as more than a dozen people were killed in another Gun Free Kill Zone.

At the opening showing of “The Dark Knight Rises," James Holmes dressed up in costume and murdered several people while the movie was barely thirty minutes into the story. The gunman used a movie gunfight to cover his actions and further surprise the innocent patrons. Worse, the theater in Aurora reportedly has a "no guns" policy.

Despite gun control's obvious failure, the calls for more restrictions have already begun:

* Piers Morgan of CNN came out of the box, calling for more gun control in the wake of the shooting.

* New York City Mayor Michael Bloomberg said the strategy of people arming themselves for self-defense just "doesn't work."

* And the Brady Campaign took the opportunity to tell the nation that, "This is yet another horrific reminder that guns enable mass killings."

Tragically, many were killed last night. But it is also tragic that there was not another gun-toting Samuel Williams at the theater -- the senior who rescued several Floridians against two armed thugs at an Internet cafe last week. (You can read the story and watch the exciting video here.)

And of course, while the national media is sure to focus on this Aurora, Colorado shooting for days to come, there is another shooting in that same city that you probably heard nothing about -- when a worshipper at an Aurora church stopped a shooting this past April.

In that shooting, the bad guy was only able to kill one person in the parking lot, as the armed hero took him out before any other damage could be done.

Funny how the national media tends NOT to pick up stories where the good guy stops the perp!

To keep this in perspective, whenever we hear about horrid shootings like the one last night in Aurora, Colorado, we should remember that guns save as many as 80 lives for every one that is tragically taken. See the Gun Owners of America Fact Sheet here.

Major Economic Expansion Plan with Wisconsin Employer Reached


This week I announced an agreement between Kohl’s and the Wisconsin Economic Development Corporation (WEDC), which has the potential to create up to 3,000 new jobs and retain an additional 4,500. Under the agreement, WEDC will create an Enterprise Zone to provide up to $62.5 million in tax credits from the State of Wisconsin over 12 years to support Kohl’s long term growth. The actual amount of the tax credits received by Kohl’s will be completely dependent upon the number of newly created jobs and the amount of Kohl’s capital expenditure.

Strengthening Kohl’s headquarters is good news for Wisconsin. Not only is this a significant number of jobs, but it also signals that Wisconsin’s economic climate is improving.

The agreement has Kohl’s assuming ownership of approximately 100 acres of vacant land in the Woodland Prime office park in Menomonee Falls. Kohl’s will also acquire a small office building adjacent to the vacant land. This real estate will provide Kohl’s the opportunity to develop office space that would serve as a second corporate campus to support the company’s long-term business growth.



Developing Wisconsin's Workforce


For months I’ve heard from employers who want to hire more workers, but who can’t find properly trained individuals. In response we put together a coalition of Wisconsin’s technical colleges, the Wisconsin Covenant Foundation and private businesses to help this skills gap.

This week the coalition produced tangible results. I visited Moraine Park Technical College in Fond du Lac, where we announced a partnership that will result in job specific training for four area employers.

We announced the creation of two 15-week Manufacturing Skills Academy boot camps; one for machine operation and one for welder training. Upon completion, each participant will receive an Entry Level Welding Certificate or a Computer Numerical Control Machine Operator Certificate. Ultimately these boot camps will result in 108 new jobs for skilled workers.

These training programs were created through a grant from the Wisconsin Workforce Partnership Program, which is privately funded by the Wisconsin Covenant Foundation.

This grant will help bridge the gap between people who want jobs and employers who need skilled workers in the Fond du Lac area. I look forward to announcing many more employment and workforce successes all across Wisconsin as we continue to pair those seeking work with employers who are looking to hire.



Saving Money and Making Government More Efficient

This week I signed Executive Order #66 requiring Lean Government initiatives throughout state cabinet agencies. This will improve state customer satisfaction, make state employee duties safer and easier, and save state costs among other positive outcomes.

The Waste, Fraud and Abuse Commission originally recommended the creation of a statewide Lean Government program. Lean has been used to great success in manufacturing for decades and is a growing tool for state and local governments looking to become more efficient and save tax dollars.
Lean is a continuous improvement philosophy. State employees and managers engage in events designed to improve operational efficiencies and maximize financial savings. By mapping current processes, everyone can work together to identify and eliminate non-value-added steps. This can cut down on wasted man-hours, improve state employee work environments, and increase government’s customer satisfaction among other positive outcomes.

Lean produces increased efficiencies in services for the customers of state government and a safer and more streamlined workplace for employees.

The Department of Natural Resources (DNR) has been one of the most aggressive in implementing Lean. To view what they and other agencies are doing go to http://www.walker.wi.gov/Wisconsin-Reform/lean-Government. State agencies will post their projects and results to this webpage as well as provide useful tools to help this Lean initiative become a success.
As an example of project goals, here are some highlights from projects the DNR is currently undertaking:

• Complete endangered resources consultations 15% faster.
• Analyze and improve the review process for Nutrient Management Plans.
• Reduce staff workload by 5% and deliver air construction permits faster.
• Improve the Wild Game Serving permit process to reduce staff workload by 10% and deliver permits faster.


Just Ask the Governor

Each e-update, I will answer a question submitted by a recipient of the previous e-update or from someone who contacts my office directly.

Question: What efforts are being made to rid the taxpayer to rid the burden of property taxes? Wisconsin is in the top ten states for property taxes and I know people who have had to sell their home because they cannot afford the taxes. Why, with so many people hurting, does Wisconsin not do something?

Answer: Great question. For too long middle class families have paid for the expansion of government, in large part, directly through increased property taxes. Before I took office, property tax increases created a huge burden on property owners, individuals on fixed incomes, and small businesses looking for certainty in the marketplace. In fact, property taxes had risen 43% since 1998.
The budget I signed into law last year held the line on property taxes. Tax bills for the median value property taxpayer went down 4% this year. It was the first decline in over ten years.
Individuals on fixed incomes, small business owners, and middle class families who for too long have been burdened with ever increasing property taxes, can rest assured I will continue to hold the line on property taxes, just as I did in the last budget.

Predictable Aftermath To The Aurora, Colorado Shooting

To start off, our prayers go out to the victims, and their families, of this horrible shooting.

Unfortunately, just like clockwork, the usual suspects are out crying for more oppression and the shredding of our Constitution. Everyone has a God given right to protect themselves and the government has no right to use tragedies to push a far Left agenda.

The answer to shootings like this is more guns in the hands of the citizens so the shooter can be taken out immediately. Far Left cities throughout the United States, like Chicago, who have enacted unconstitutional gun control laws, as far as I am concerned, have an ungodly high murder rate with unarmed citizens at the mercy of the criminals. Would you like to see that repeated nationwide? Because that is what the Left is asking for.

Mourn and pray for the victims, and their families, but don't let the politicians and the Left hijack another crisis.

Catholic League president Bill Donohue comments on the latest initiatives to secure religious liberty:

Yesterday, Daniel Cardinal DiNardo heralded the inclusion of the Abortion Non-Discrimination Act, and key provisions from the Respect for Rights of Conscience Act, in the appropriations bill for Fiscal Year 2013 of the House Appropriations Subcommittee on Labor/HHS. These measures would strengthen the right of health care providers not to provide for abortion, and would protect religious entities who object to those parts of ObamaCare they deem objectionable.

Also this week, while the seven states that filed suit against the so-called contraception mandate lost when a U.S. District judge said they lacked standing, he noted something important: Judge Warren K. Urbom cited the fact that “the rule is currently undergoing a process of amendment to accommodate these organizations.”

What Judge Urbom says is true, and perhaps the discussions will yield positive results. But if they do not, the Catholic community is not walking away. Importantly, Catholics are not alone. Here’s another development this week: Wheaton College, a distinguished Protestant institution, has joined the Catholic University of America in suing over the mandate. It did so purely on religious-liberty grounds.

Moreover, the Religious Freedom Tax Repeal Act was introduced last week by Rep. James Sensenbrenner and Rep. Diane Black. It would block any punitive taxes from being levied on religious organizations that refuse to accede to the anti-religious liberty components of ObamaCare.

It was also announced last week that Catholic Charities of the Archdiocese of Chicago has joined the Catholic Charities of the Dioceses of Joliet and Springfield in challenging these components.

Over 20 lawsuits have been filed against the mandate, and if all else fails, there is still the possibility of civil disobedience. Stay tuned.

We value this team of experts’ recommendations. USW endorses the findings of the final report, A 21st Century Model for Deer Management in Wisconsin, and we look forward to working with DNR Secretary Cathy Stepp and her staff within the DNR to implement these recommendations.

Dr. Kroll’s expert analysis provides great insight into the white tail deer management in Wisconsin. His final report stresses three basic tools for deer management: human dimension, habitat and population.

The human dimension, the importance of landowner and hunter input to have a successful deer management program, is a key element in this final report, as it should be. “The solutions to our deer management problems fall squarely on the dynamics of sportsmen, landowners and the DNR. The hunting community stands ready to provide our input to implement these recommendations, “said Dean Hamilton, USW President.

Habitat is vital for a healthy herd and we need to review our forestry practices along with admitting that CWD eradication is impossible. “As a land owner in the CWD Eradication zone I can say with certainty that the current DNR policy on CWD since 2002 has been an utter failure, and I welcome the recommendations of Dr. Kroll and his staff with regards to revised CWD regulations,” said Scott Maves, USW Treasurer.” The change is long overdue.”

EAU CLAIRE – An avid outdoorsman, using a trail camera for the first time on recently purchased land in Buffalo County, came up with pictures of a wild turkey, a white-tailed deer and, surprisingly, a wild roaming cougar.

This cougar was captured on a trail camera in Buffalo County the night of July 14-15.
 
A wildlife biologist with the state Department of Natural Resources, Kris Johansen, visited the site with a warden and confirmed the background vegetation in the photograph matched the site. In addition, the biologist found and identified cougar tracks on a small patch of sand in the area.

However, with dry, hard soil throughout the area, it was not possible to track this animal. Cougars are famous for their ability to remain concealed from view and to move across large distances without being detected. The best chance for additional information on this cougar might be another trail camera or an observant individual who recognizes cougar sign.

Buffalo County is a trophy deer mecca and both landowners and guides use trail cameras extensively.

“There are probably more trail cameras in Buffalo County, per capita, than in any other county in the state,” said Johansen. “I wouldn’t be surprised if it shows up on camera again.”

While there have been several verified sightings of cougars in Wisconsin in recent years this was only the second verified sighting in 2012. A cougar was verified near Crandon in northeast Wisconsin on March 26. In all cases where biological material was available (hair, scat, blood) the cougars were identified as young, male, North American cougars

DNA testing of biological samples and other evidence has confirmed that at least six individual male cougars have visited Wisconsin since 2008.

This latest cougar was photographed in northern Buffalo County between Gilmanton and Mondovi sometime after dark Saturday. DNR staff is searching the area for additional prints or biological samples, but so far none have been found. Without DNA, it is not possible to say whether this is a new individual or a previously identified cougar.

There is currently no evidence that cougars are breeding in Wisconsin. Biologists believe the cougars known to have entered Wisconsin are male cougars dispersing from a breeding population in the Black Hills of South Dakota. Evidence shows that at least three of these cougars moved on and left the state. One of these, the “St. Croix cougar” that entered Wisconsin from Minnesota during the winter of 2009-2010, was killed by a vehicle in Connecticut in 2011. Biologists estimate that cougar traveled at least 1,055 miles and possibly as far as 1,600 miles.

Cougars are a protected species in Wisconsin and cannot be shot unless attacking a human or a domestic animal. Cougar attacks on humans are exceedingly rare. They are rarely seen even in western states where they exist in high numbers.

Cougars are not considered a threat to public safety. In the extremely unlikely event that a person is confronted by a cougar, experts recommend against running. Instead, face the cougar, spread your arms and open your coat or jacket if you are wearing one to appear larger. Take hold of small children so they do not run. Yell at the cougar. If it approaches, throw rocks or sticks at it.

Governor Walker Expands Drought Emergency to Entire State as Conditions Worsen
Madison-Governor Scott Walker today declared a state of emergency in all 72 Wisconsin counties due to the abnormally dry conditions extending across most of the state. 

"Wisconsin families, businesses and farmers are hurting as a result of this drought," said Gov. Walker. "The increase in wildfires due to the combined lack of rain and high temperatures is adding to the risk of major economic losses, especially in agriculture. This is a time of crisis for many people, and we will utilize whatever resources are necessary to help."

Last week, Governor Walker declared a drought emergency in 42 Wisconsin counties. The U.S. Drought Monitor shows more than half of the state is impacted by the hot, humid conditions. With weather predictions of continued low precipitation and high heat, officials expect abnormally dry and drought conditions to extend to much of the northern part of the state.

The statewide Executive Order directs Wisconsin Emergency Management to coordinate state efforts in response to the drought, and directs all state agencies to assist in the response and recovery. The drought emergency declaration also waives fees and expedites the permitting process to allow farmers to divert water from certain streams and lakes without causing serious environmental damage. 
 
Governor Walker is also urging people to use caution and comply with burn restrictions as the Wisconsin Department of Natural Resources has responded to more than 300 wildfires since June 1. More than fifty Wisconsin counties are currently facing fire dangers ranging from moderate to very high. Why Mark Belling Is Absolutely Wrong About The Importance Of The VP Pick


Mark Belling had one of the most infuriating segments, today, his show has ever put out.  He was discussing Romney's VP picks and why he thought it would be Tim Pawlenty or Rob Portman and how it didn't matter and would not cost Romney votes.  I believe Mark has perfectly displayed for us the disconnect between mainstream Republicans and Tea Party and Libertarian-leaning Conservatives. 

I am not arrogant enough to think I speak for everyone in these categories, but I am engaged regularly with enough voters to know that the VP pick will be crucial for many.  What Mark is forgetting, and many like him, is that a few hundred votes in various states could determine whether Obama or Romney wins that state.  Many of us have become disillusioned with the Establishment in the Republican Party and are not willing to just vote blindly for anyone with an R at the end of their name. 

Many of us voted against Romney in the primary and it is incumbent upon him to reach out to us.  Our nation is suffering under a dangerous amount of debt; a lot of it acquired under the Bush years.  On top of that, the erosion of our Constitution under Bush and Obama has exasperated the situation. 

Romney has not offered anything of substance that would show how he would cut the spending and reduce the debt.  I have not heard him routinely, and forcefully, argue for a strong dollar policy, and he has not given any hope to us Libertarian-leaners that he would begin to restore civil liberties lost during both the Bush and Obama administrations. 

I think there is enough information out there to believe that Romney may be more conservative than he appears.  His VP pick will tell us a lot.  If he picks a Bobby Jindal, Paul Ryan, Suzanne Martinez, or Nikky Haley that will be a strong sign that he is reaching out to the Tea Party and Libertarian Republicans.  If he picks a Pawlenty or Portmann I believe that signals he takes Conservative for granted and that he will govern, at best, like Bush or, at worst, to the left of Bush. 

Also, many of us may be persuaded because of Supreme Court picks; a subject important to me.  If he picks a big government Republican for VP, why should we believe his Supreme Court picks would be any better.  Could we be looking at more swing votes on the court?  I am sorry that does not fire me up. 

Some people may ultimately decide to vote for Romney no matter what, but do you think they will be donating and volunteering their time?  When my children ask me what did I do to try and preserve the Republic I will not say I dutifully voted for anyone with an R at the end of their name. 

I have voted Republican in every single election.  Voting for Bush the second time was hard.  I was extremely ticked off that he did not increase the size of our military at a time when the stress of multiple deployments was destroying families.  His big government approach to governing and his assault on civil liberties led to devastating defeats for House and Senate candidates across the country. 

Then John McCain won the nomination and I did not know if I could support him.  He made the right choice in picking Sarah Palin and reaching out to Conservatives.  But, Palin couldn't make up the fact that McCain destroyed his reputation with too many Conservatives.  You are naive if you think that people did not stay home or switch tickets in 2008. 

I could never vote for Obama, but he is not the only other person on the ballot.  Gary Johnson, who had an excellent record as governor of New Mexico, will also be on the ballot; as will others.  I will not sell my soul simply to support Romney.  He has to give me some reason to believe that he won't be four more years of Bush and picking Bush's former budget director is not the way to do that.

As for those Republicans who say that any vote for a third party is a wasted vote or a vote for Obama, you could not be more wrong.  Anytime you vote your principals you win, even if you lose.  No matter how it ends up on the presidential side, I will be working tirelessly to elect Republicans up and down the ticket nationwide. 

We have some great candidates running.  So, if you are like me and you feel discouraged, like the Party has learned nothing and isn't willing to tackle the financial crisis we face, remember there are good candidates running who can use your support. 

This is our Republic, it is time the politicians learn that fact.

First Lady LePage Honors Maine Military Members

POW flag to be flown at the Blaine House

AUGUSTA – Wednesday, July 18th at 2:00 p.m., veterans from across Maine will gather as Richard Giroux, Commander VFW, Old Orchard Memorial Post 7997, presents a Prisoner of War (POW) flag to First Lady Ann LePage. The flag will be raised on the Blaine House flag pole during a short ceremony honoring and remembering Maine’s Prisoners of War and Missing in Action (MIA). Members of the public are welcome to attend.

“We must never forget the bravery of our soldiers and their dedication to service. Any opportunity to shine light on these military members is very important,” said Mrs. LePage.

The flag presentation is a kick-off to the first POW/MIA Recognition Day – Wounded Heroes Day, an event initiated by a group of veterans from Southern Maine. Paying tribute to the more than 500 prisoners of war and missing in action military members, Governor Paul LePage has proclaimed September 21, 2012 as POW/MIA Recognition day. On that day, veterans from across the state will be gathering to raise awareness of and pay honor to POW/MIA service members and their families.

Why Romney Must Chose Jindal

A lot of news out today stating that Mitt Romney is leaning towards Tim Pawlenty or Rob Portman.  Either one would be the wrong choice.  Neither has the experience or the appeal that Bobby Jindal has.  Not only is he Catholic, which is a great quality to have politically right now, with the administration in a war with the Catholic church, but Jindal also offers, by far, the most health care experience of any potential VP nominees.  Here are some highlights from his biography:
In 1996, he was appointed Secretary of the Louisiana Department of Health and Hospitals (DHH). 
In 1998, Jindal was appointed Executive Director of the National Bipartisan Commission on the Future of Medicare.
President George W. Bush appointed Jindal to serve as Assistant Secretary for the U.S. Department of Health and Human Services in 2001. In that position, he served as the principal policy advisor to the Secretary of Health and Human Services.
To add to Jindal's impressive experience with health care he is also a Rhode's scholar, former Congressman, and successful governor of the great state of Louisiana.  A lot of voters have expressed concern over Romney's Northeastern  record; what better way to counterbalance that than with Jindal's Southern, conservative record.  Portman and Pawlenty both come from the Midwest.  Portman has the baggage of being Bush's Budget Director, not something to brag about.  Pawlenty is even worse, a big global warming supporter, initially, and a RINO legacy; we already have that in Romney. 

I am having a lot of difficulty bringing myself to voting for Romney.  I feel like I would be selling out my principles.  I am being realistic, I won't get Rand Paul, but Romney could at least offer Libertarian, Conservatives, like myself, an olive branch with Jindal.  Jindal is far from perfect for Libertarians, but he would be a huge step in the right direction. 

There is no way Jindal's experience does not outshine everyone else who has been mentioned for VP.  He also has the benefit that he would excite the base; something Romney is in desperate need of.  If Romney keeps his word and repeals Obamacare, who better to work on health care reform than VP Bobby Jindal?

Catholic League president Bill Donohue comments on pop-star Madonna’s latest anti-Catholic stunt:

Madonna is back in the news, this time for offending concert-goers in France. In her latest video that accompanies the song, “Nobody Knows Me,” French National Front party leader Marine Le Pen is shown sporting a swastika on her head. After the video was played during Madonna’s performance in Paris on Saturday, the National Front said it was going to sue her. Not attracting much attention is Madonna’s vile attack on Pope Benedict XVI.

The full video of “Nobody Knows Me,” which is part of Madonna’s MDNA Tour, is replete with religious symbolism. The most offensive part for Catholics occurs when anti-gay protesters are shown just before Madonna’s face morphs into that of the pope; at the point where the pope’s face appears, protesters holding gay-bashing signs are shown on both sides of him. The accompanying lyrics, which include the refrain, “Won’t let a stranger give me a social disease,” ties the pope to hate speech directed at homosexuals. Moreover, photos of gay youths who recently committed suicide are also shown during this sequence.

What is particularly sick about this attack is that the protesters are not only not Catholic, they are anti-Catholic! Anyone who doubts this to be true only needs go to the website of the Westboro Baptist Church [click here] and find pictures of these church members holding signs that read “God Hates Fags”—the exact signs shown in the video. To demonstrate how relentlessly anti-Catholic these people are, they are going to picket St. Joseph Catholic Church in Shawnee, Kansas on July 22: the church is called a “whorehouse” and the priests are labeled “rapists.”

Madonna not only libeled the pope, she attributed to Catholicism the hate speech of those who hate Catholics, as well as homosexuals. That the media are giving scant coverage to this part of her bigoted performance is also disturbing.
