One of the most important duties I have serving as your Governor is to provide you directly with updates related to the operation of our state government. I also frequently provide updates on Facebook (Governor Scott Walker) and Twitter (@govwalker). Please feel free to share this update with your family, friends, and others who may be interested in state government operations.


Building Our Rainy Day Fund

Recently, the Department of Administration released the 2012 Annual Fiscal Report, which shows we finished the fiscal year 2012 with a positive fund balance of more than $342 million. Because of this, we contributed $108.7 million to the state rainy day fund, the largest deposit in state history. It’s also the first time the state has added to the fund in two back-to-back years. This is critical, because as we’ve seen, the economy can change rapidly.

As we continue our work on the next budget, we remain committed to making the tough decisions necessary to avoid tax increases while maintaining services. Moving forward, our priorities are creating jobs, developing our workforce, investing in infrastructure, reforming government, and transforming education.

Because of our actions to control spending and hold the line on taxes while keeping government services intact, the next generation will not be buried under a mountain of economically crippling debt.

When I took office, we were facing a $3.6 billion deficit. Now, we’re making a record contribution to the rainy day fund. Anyone who writes a budget at home knows that you have to make tough decisions to stop overspending and start saving.

We’ve done that, because our decisions help foster sustained private sector economic growth and job creation, instead of double-digit tax increases, massive private sector job losses, and huge budget deficits we’ve seen in the past, so we can continue to have balanced budgets for many years to come.

The decisions we make will always be made with you, the people of Wisconsin, in mind. We are committed to running an effective and efficient government.

Get to Know a Cabinet Member: Stephanie Klett

As Governor, one of the most important tasks I have is to appoint and communicate with leaders in each state agency. These leaders, called secretaries, ensure agencies run smoothly and efficiently as they operate state government and implement government reforms. For a few weeks, in lieu of the “Just Ask the Governor” section, I will be highlighting a cabinet secretary and providing a brief overview of the department he or she oversees. I hope these updates will provide you with practical information about state government operations, especially as we head into the next budget cycle.

Stephanie Klett is a name you may recognize. She has traveled Wisconsin non-stop for the past two decades as the host of Discover Wisconsin, and was the perfect choice to serve as Secretary of the Department of Tourism. She’s logged more than one million miles crisscrossing the state. Few people know more about the fun Wisconsin’s 72 counties have to offer than Stephanie does! She’s also the only Tourism Secretary in the nation who has one Emmy and eight Emmy nominations - two while serving as Secretary.Stephanie brings unmatched energy and enthusiasm to her job of leading the state’s $16 billion tourism industry. She shares deeply in my commitment to grow jobs for Wisconsin and is passionate about the role that tourism can play. The mission of the Department of Tourism is to market Wisconsin as the Midwest’s premier travel destination for fun. In the last 20 months, the Department of Tourism has succeeded in raising the bar and bringing new energy to all of their marketing efforts. A few of their recent accomplishments include:

  • Growing the tourism economy which was up 8% a $1.2 billion increase in 2011,
  • Recognition from a variety of national awards and honors for their public relations and social media campaigns,
  • Recruitment of Hollywood directors and Wisconsin natives David and Jerry Zucker and celebrities Jordy Nelson, Robert Hayes, Henry Winkler and Tony Shalhoub to raise the profile of the state’s tourism ads,
  • Travel Wisconsin Welcome Centers closed under the previous administration have been re-opened under a new public-private partnership model and
  • Introduction of new industry programs such as customer service training and tourism assessments to provide tools local communities need to grow their tourism economy.
Stephanie lives in Beloit, where she grew up the only girl among nine brothers. She credits them for her sense of humor and for toughening her up. 


Congradulations to Northland Pines School SuperintendentMike Richie: National 2012 Superintendent of the Year

We have some amazing, talented people here in Wisconsin – Ryan Braun, Aaron Rodgers, and Miss America Laura Kaeppeler just to name a few. But I’m often impressed by the skills and leadership of the people I meet traveling the state who are not in the spotlight. One of those people is Dr. Mike Richie, Superintendent of the Northland Pines School District in Eagle River.

Recently, Dr. Richie was named 2012 Superintendent of the Year by the National Association of School Superintendents. It is a very well-deserved honor.

Dr. Richie is an innovative, forward-thinker who is dedicated to always doing what is best for the students in his district. He is a strong leader, who excels at thinking outside of the box and is always looking for new ways to provide the very best education while also looking for options to increase efficiency.

Mike Richie, and the Northland Pines School Board, have a positive approach to running their district. When I visited earlier this year, I was greeted by an enthusiastic, energetic and dedicated staff, passionate about providing the best possible education for the students in the district.

Under Mike’s leadership, the Northland Pines School District lowered the tax levy, raised revenue by recruiting more students, and received national recognition for the building of the award-winning, cutting-edge high school.

Mike knows for a school district to excel, you need a strong, positive partnership with the community, so he forged relationships with residents, business leaders, and charitable organizations.

Congratulations to Dr. Richie for being named 2012 Superintendent of the Year.

Thompson Stands on His Proven Record as Baldwin Runs From Her Extreme Record

Madison, WI - Former Governor Tommy Thompson released the following statement tonight after winning his second consecutive Senate debate.

"After two debates between Congresswoman Baldwin and myself, it is clear I am best suited to represent Wisconsin families in the U.S. Senate," said Thompson. "America has sunk into a $16 trillion debt and more than 23 million Americans are looking for work. The only solution my opponent has is add to the debt, add to the unemployment and increase taxes.

"Under Congresswoman Baldwin's watch, the economy bled 6.6 million jobs, the deficit ballooned, and the debt skyrocketed by $10 trillion. While Wisconsin families suffered, Baldwin voted for job-killing measures like cap-and-trade, which would cost 26,000 Wisconsin jobs, and the EPA's Boiler MACT regulations, which would cost another 7,500. Even worse, she voted in favor of higher taxes 159 times, including a measure that would increase taxes by $3,000 on the average middle-class family.

"I am a proven reformer with a record of creating more than 740,000 jobs, saving taxpayers $16 billion and dropping unemployment to less than 3 percent. Now, I have a plan to RESTORE America by creating a competitive business environment, expanding energy opportunities and lowering taxes. Unemployment Rises to 7.6%, While National Numbers Improve


Morgantown, WVThe West Virginia Department of Commerce announced the September statewide unemployment numbers. Not surprising, the unemployment rate rose again.

“Earl Ray Tomblin proves he’s been an utter failure on jobs. Earl Ray Tomblin is a career politician, who never created an honest job in his life. If we want any hope of creating West Virginia jobs again, we must get rid of Earl Ray Tomblin and his job-killing policies,” stated gubernatorial candidate Bill Maloney.

While unemployment improved nationally last month, West Virginia unemployment rose to 7.6% in September, including a loss of 500 jobs in mining and logging.

“From Obama’s War on Coal to Tomblin’s cap-and-trade law, the Obama-Tomblin team crafted policies that killed jobs. While Earl Ray continues to support Obama, I will work to defeat Obama and his policies and bring jobs back to West Virginia,” said Maloney.

This is the sixth consecutive month of rising unemployment. During Earl Ray Tomblin’s political career, West Virginia has lost 80,000 manufacturing jobs and 30,000 mining jobs. Additionally, Earl Ray Tomblin watched as 3,000 mining jobs were destroyed this year. During the past few weeks, the news has been peppered with additional job loss announcements like the loss of 74 jobs at Special Metals Corporation in Huntington.

“We need leaders to fix our state, not out-of-touch politicians like Earl Ray Tomblin who think West Virginia is on the ‘right economic path’. We need someone who will work to stop ObamaCare, not a career politician that fast-tracked ObamaCare. The choices are clear. The career politicians like Earl Ray Tomblin only protect their own jobs. As governor, I will protect the jobs of West Virginians,” added Maloney.

“In the past four years, unemployment has more than doubled in West Virginia. West Virginians can’t afford four more years of Earl Ray Tomblin. As a businessman who created West Virginia jobs, I know what it takes to create good-paying jobs. I have a plan to take on the career politicians so we can fix our economy and create jobs again,” concluded Maloney.

- The Tommy Thompson campaign today announced it raised more than $2.2 million since the August 14 primary. With nearly $2 million cash on hand, Thompson is in a strong financial position with less than 25 days to go until Election Day.
Thompson's fundraising shows strong grassroots support, with more than 63 percent of his donations $100 or less and his donors representing all 72 counties in Wisconsin.

"Governor Thompson's strong fundraising numbers are a clear indication that his message of job creation, lower taxes and government reform is resonating with voters across the state," said spokeswoman Lisa Boothe. "It is also evidence that Wisconsinites are rejecting Madison liberal Tammy Baldwin's record of higher taxes, excessive spending and more government. With nearly $2 million cash on hand, Thompson is in a strong financial position heading into Election Day."

Two facts stand out from the hearing the House Committee on Oversight & Government Reform held last week on security failures leading up to the attack on our consulate in Libya last month.

1) The State Department was more interested in portraying the situation in Libya as “normal” than in keeping our people in Libya safe. Despite 234 security incidents during the previous 13 months, multiple requests for more resources from officers on the ground were ignored by bureaucrats who had never been to Libya. Eric Nordstrom, the former chief of security for our diplomats in Libya, testified before Congress last week that his appeals were rejected because it was State Department policy to "normalize operations and reduce security resources" in that country.

The following also comes from Mr. Nordstrom’s testimony: “I told the same Regional Director in a telephone call in Benghazi after he contacted me when I asked for 12 agents, his response to that was ‘You’re asking for the sun, moon, and the stars.’ And my response to him – his name’s Jim – ‘Jim, you know what is the most frustrating about this assignment, it’s not the hardships, it’s not the gunfire, it’s not the threats. It’s dealing, and fighting, against the people, programs, and personnel who are supposed to be supporting me.’ And I added it by saying ‘For me, the Taliban is on the inside of the building.’”

2) President Obama continued to blame a YouTube video and avoided calling this a terrorist attack for two weeks, even though mounting evidence clearly showed this was a pre-planned, well-organized attack by radical Islamists linked to al Qaeda. In fact, there was no video protest at all in Benghazi prior to the attack, something our people on the ground knew from the start. The only explanation I can fathom for the administration repeatedly blaming a non-existent video protest for a terrorist attack on the anniversary of 9/11 is that they want Americans to believe al Qaeda and like-minded terrorist groups no longer threaten us. That is a dangerous mindset.

The tragedy in Libya reveals a terrible pattern of Americans’ security being trumped by this administration’s desire to spin a certain narrative. Four Americans, including our Ambassador, were killed by radical Islamist terrorists on September 11, 2012. That is a fact we must not ignore.

· Chairman Jim Jordan (OH-04) and Foreign Affairs Committee Chairman Ileana Ros-Lehtinen (R-FL) sent a letter to Secretary of State Hillary Rodham Clinton expressing concerns about the Obama administration’s intent to provide $450 million in cash transfers and around $1 billion of loan forgiveness to the Egyptian government led by the Muslim Brotherhood.

· Chairman Jim Jordan (OH-04) sent a letter to Secretary Tim Geithner requesting a progress report on negotiations to eliminate government subsidized export financing as required by the law that reauthorized and expanded the Export-Import Bank.

· Rep. Scott Tipton (CO-03) introduced the Survey Savings Accountability Act. This bill would save taxpayer dollars by prohibiting federal agencies from sending cash in mass communications, including surveys where cash is included for the benefit of the responder.


Outlook – A quick look at what’s on the horizon.

· The second of three presidential debates will take place on Tuesday from 9 p.m. to 10:30 p.m. Eastern at Hofstra University.

· The House will reconvene on Tuesday, November 13.

Wisconsin Farmers
Baldwin's Dairy Farm Visit Highlights How She Has Failed Farmers

Madison, WI
- Madison liberal Tammy Baldwin will be visiting a dairy farm in Spring Valley today, but farmers who examine her record won't find much in common with her. Instead of easing the heavy handed burden of higher taxes on Wisconsin farmers, Baldwin has voted in favor of higher taxes 159 times.

While Baldwin was in the state Assembly, she voted against Governor Thompson's legislation to give Wisconsinites $1.2 billion in property tax relief. She also went against Wisconsin's family farmers when she voted against use value assessment. To add insult to injury to Wisconsin's farmers, Baldwin has been a reliable vote in favor of the death tax which decimates the family farm.

"Madison liberal Tammy Baldwin is too extreme for Wisconsin farmers," said spokeswoman Lisa Boothe. "Unlike Tommy Thompson, who runs his family farm, Baldwin doesn't understand the challenges facing farm owners. Instead of lifting the heavy burden of taxes on farmers, Baldwin has voted every step of the way to decimate the family farm. Her support for the death tax signifies her gross misunderstanding of family owned farms that are passed down from generation to generation. Her opposition to Wisconsin's use value assessment and support for higher property and estate taxes further highlight her extreme stance on farming."

Thompson, a farm owner himself, has a long history of supporting Wisconsin's farmers. His history of support earned him the endorsement of the
Wisconsin Farm Bureau.

Baldwin Voted Against A Property Tax Relief Bill Proposed By Governor Thompson. (Wisconsin Assembly Roll Call, AB 150, Sequence No. 360: Motion agreed to by a vote of 52-47, 6/22/95, Baldwin Voted Nay)

Governor Thompson's Budget Cut Property Taxes By $1.2 Billion.
"The governor's budget distributes nearly $ 1.2 billion in new state money for public schools to cut local property taxes. The budget changes the old school aids distribution formula so that all school districts -- rich and poor -- share in the property tax relief plan." The Average Wisconsin Homeowner Would Pay $193 Less In Property Taxes Under Governor Thompson's Budget.
"The first Republican-controlled Assembly in 25 years has handed Gov. Tommy Thompson a major victory, approving his $33 billion state budget... This budget achieves that goal by carrying out the most comprehensive overhaul of state government in more than two decades.
The owners of an 'average' Wisconsin home, with a median value of $87,000, will pay $ 193 less in 1996 property taxes than they would have otherwise." (David Callender, "One Down, One To Go; Assembly Oks Budget," Capital Times, 6/23/95)

Baldwin Voted Against President Obama's Tax Cut Compromise That Lowered The Estate Tax On Family Owned Farms.
"Levin, D-Mich., motion to concur in the Senate amendment to the House amendment to the Senate amendment to the bill that would extend the 2001- and 2003-enacted tax cuts for all taxpayers for two years and revive the lapsed estate tax, setting the tax rate at 35 percent on estates worth more than $5 million for 2011 and 2012. It also would extend unemployment insurance benefits for 13 months and cut the employee portion of the Social Security tax by 2 percentage points." Baldwin Voted Against The 2001 Republican Tax Cuts That Raised Estate Tax Exemptions For Family Owned Farms.
"Adoption of the conference report on the bill that would reduce taxes by $1.35 trillion through fiscal 2011 through income tax rate cuts, relief of the "marriage penalty," a phaseout of the federal estate tax, doubling the child tax credit, and providing incentives for retirement savings. A new 10 percent tax rate would be created retroactive to Jan. 1, and taxpayers would get rebate checks this summer of $300 for singles and $600 for couples. The bill would double the $500-per-child tax credit by 2010 and make it refundable; raise the estate tax exemption to $1 million in 2002 and repeal the tax in 2010; increase the standard deduction for married couples to double that of singles, beginning in 2005; and increase annual limits on contributions for Individual Retirement Accounts to $5,000." Weekly Update from Maloney for West Virginia

Dear Friends,

It's been another busy day as we are closing in on 3 weeks from Election Day. We spent time in Cabell, Wood, Morgan, and a number of other counties this week.

On Tuesday, I participated in the one and only debate against my opponent. I accepted other opportunities for a debate or forum but my opponent won't agree to participate in any other events. That's unfortunate, because the voters deserve to hear from us about the key issues facing West Virginia.

If you haven't seen the debate, you can watch it here.

At the debate, the differences in this race couldn't have be any more clear: A proven-job creator or a career politician. With rising unemployment and thousands of jobs lost this year alone, we must get West Virginians working again. And we need someone who has created jobs in West Virginia. I've done that, and I'm up to the task. I'm ready to lead and to build a brighter future for our children and grandchildren.
