One of the most important duties I have serving as your Governor is to provide you directly with updates related to the operation of our state government. I also frequently provide updates on Facebook (Governor Scott Walker) and Twitter (@govwalker). Honoring Our Veterans

Last Saturday, the final Wisconsin Honor Flight of the year took more than 200 Wisconsin veterans to Washington, D.C. for the day to see the WWII Memorial and other historical sites. Thanks to the great work of five individual Honor Flight groups in Wisconsin, the Badger Honor Flight; the Freedom Honor Flight; the Never Forgotten Honor Flight; the Old Glory Honor Flight; and the Stars & Stripes Honor Flight, hundreds upon hundreds of Wisconsin veterans were able to travel to our nation’s capital this year on nearly 20 Honor Flights, at no cost to the veterans or taxpayers.
In the past, I’ve had the amazing opportunity to see some of these flights depart and personally thank these extraordinary heroes, and it is something I will never forget. Anyone who has participated in a welcome home celebration or watched it on the news knows how heartwarming and powerful it is to witness these men and women receiving a true “hero’s welcome” for their service and sacrifice as they return home on an Honor Flight.
As we prepare to recognize Veterans Day on November 11, we salute these remarkable heroes and thank them for their service, along with all of Wisconsin’s service men and women. We also thank the Honor Flight organizations and all the volunteers and donors associated with these groups for making such a special day possible. Beyond just the honor flight, I’m looking forward to spending time with Wisconsin Veterans at the Union Grove Home this weekend. I always enjoy visiting with veterans and talking with them about the experiences they had while serving.

Deer Hunting Update

Opening day of the nine-day deer season is right around the corner. Wisconsin’s hunting tradition makes our state a global deer hunting destination. In order to keep the tradition alive, we need to share stories and the experience of the hunt with the next generation. This year, I am urging hunters to introduce someone new to hunting. We’ve made it easier and cheaper for new individuals to try hunting—first-time hunters can now try out the sport at a discounted rate by purchasing a First-Time Hunter’s License through the Department of Natural Resources (DNR). For more information on the discounted license or on any hunting related questions, call the DNR’s customer service call center at 1-888-WDNR INFO (1-888-936-7463). Highly trained DNR customer service representatives are available 7 a.m. to 10 p.m. to answer any questions.
Our culture and collective respect for the state’s natural resources draw deer hunters to Wisconsin from all over the globe. Since many people don’t have private places to hunt, we are developing opportunities by opening private land for public hunting. This year, hunting opportunities have been expanded through the Voluntary Public Access (VPA) program, which now has 43,000 acres of private land open to hunting, up about 29,000 acres from last year. VPA land is open to the public for multiple purposes, including hunting, and doesn’t require permission from the land owner prior to use. Visit www.dnr.wi.gov and search keyword “VPA,” for detailed, user-friendly maps of all the properties enrolled in the VPA program.
After hearing reports about how difficult it was to find information on certain parcels of land, I asked the DNR last month to map all land that is open to the public for hunting and other purposes. This week, I was proud to announce a web-based mapping tool aimed at helping users find privately owned land open for specific recreational activities. To access this mapping tool, visit the DNR web site at www.dnr.wi.gov and type “MFL open land” in the Keyword field.
I hope these resources will be helpful as you consider planning a hunting trip.
I will be one of the hundreds of thousands of hunters looking to get a deer this year. Going hunting feeds our traditions, feeds our families, and feeds our economy. Have a safe and fun 2012 deer season.

Get to Know a Cabinet Member: Cathy Stepp
As Governor, one of the most important tasks I have is to appoint and communicate with leaders in each state agency. These leaders, called secretaries, ensure agencies run smoothly and efficiently as they operate state government and implement government reforms. For a few weeks, in lieu of the “Just Ask the Governor” section, I will be highlighting a cabinet secretary and providing a brief overview of the department he or she oversees. I hope these updates will provide you with practical information about state government operations, especially as we head into the next budget cycle.
As the first woman DNR Secretary, Cathy is doing a fantastic job leading the agency. She manages more than 2,500 permanent employees throughout six divisions within the DNR. She oversees a total agency budget of about $550 million.
In 1998, Gov. Tommy Thompson asked Cathy to serve on the Natural Resources Board and to bring her private sector experience to the Board. From 2002 to 2006 she served as Racine’s state senator, acting as the Chairman of the Senate Committee Job Creation Committee and Co-Chair of the Environment and Natural Resources Committee. Beyond these stints in public service, most of her experience has been in the private sector. As a former homebuilder, Cathy understands Wisconsin’s regulatory climate and how it directly affected small business owners.
After enjoying her first deer hunt last year, Cathy made it a priority to get more women and kids involved in hunting and into the outdoors. During the past two years, she tried her hand at bass fishing, banding loons, musky fishing, and learned more about the behind the scenes work of the DNR’s wildlife biologists by locating newborn elk calves and bear cubs.
Under Cathy’s leadership, the DNR concentrated on improving customer relations and streamlining and simplifying permitting processes. Cathy knows job creation and environmental protection are mutually supportive. Just this week the DNR officially launched the Office of Business Support and Sustainability to provide proactive business support.
Cathy enjoys Wisconsin’s snowmobile trails each winter. She also hunts turkeys in western Wisconsin and is proud of the tremendous hunting opportunities our state offers to residents and tourists. She enjoys spending time outdoors with her husband, Paul, and two children, Hannah and Mitchell.

School Report Card Suggestions

In last week’s e-update, I asked for feedback on Wisconsin’s new school report cards (which can be accessed by clicking here). Below is a listing of some of the responses I received, which I’ll consider as we work to replicate the success of schools that are exceeding expectations and help underperforming schools improve:
  • Please report the dollar amount per student that each district is funding.
  • It seems that the scale is very lenient. I hope that over time we’ll expect more from our schools than a 63 to meet expectations.
  • I think the report cards should be published in each school districts local paper, so all citizens can be informed.
  • Each year, randomly test on different subjects.
Much like a real report card, this scale has five ranges, just like a report card has ranges for A, B, C, D, and F.

Bill Donohue comments on the Catholic vote:

Catholics are a quarter of the electorate, and they voted for Obama over Romney by the same margin as the total electorate, 50%-48%. Contrary to what many pundits are saying, this suggests that the bishops’ campaign for religious liberty, waged against the Health and Human Services mandate, actually paid off: Obama got 54% of the Catholic vote in 2008 to McCain’s 45%.

Some commentators talk about the Catholic vote as if it were monolithic, and others say it doesn’t exist. It would be more accurate to say there are four Catholic votes: practicing and non-practicing; white and Latino.

Among practicing Catholics, Obama received 42% to Romney’s 57%; among non-practicing Catholics, Obama picked up 56% while Romney got 42%.

White Catholics gave Obama 40% of their votes while Romney earned 59%; Latino Catholics gave Obama 71% of their votes while Romney earned 27%.

From previous survey research published by the Pew Forum, we know that practicing Latino Catholics are less likely to support the Democrats than are non-practicing Latinos.

What this shows is that the more practicing a Catholic is, of any ethnic background, the less likely he is to support the more secular of the candidates.

Finally, there is a serious question whether non-practicing Catholics should be considered Catholic. By way of analogy, if someone tells a pollster that he is a vegetarian, but has long since been a veggie-only eater, would it make empirical sense to count him as a vegetarian? Self-identity is an interesting psychological concept, but it is not necessarily an accurate reflection of a person’s biography.

Could This Be The 2016 Presidential Contenders?

The Blaze.com has a list of Republicans they feel could be the top contenders in 2016. Three and four are Bush/McCain/Romney clones, two has a history of too many big government votes, five and seven I would be excited about supporting, six should be running for the Democrat Party's nomination in 2016, and I understand why one made the top of the list, however some of his positions over the last year have given me pause and his aggressive promoting of the Neocons' foreign policy objectives worries me. You got to wonder about a list where Jim DeMint doesn't appear at all and Bobby Jindal only gets an honorable mention, due to popular demand.

We need to be serious in 2016 if we want a different outcome. That means getting behind a true limited government candidate early and sticking with them. We cannot afford a clone of Bush/McCain/Romney. The country is going to be in economic shambles, the military gutted, and the federal government way too large.

We are going to need a candidate whose core beliefs are rooted in limited government, personal freedom, and a strong military.  Someone willing to name departments they would actually abolish in the federal government. A candidate of big ideas who has the ability to articulate them and convince the American people that our lower standard of living is due to the federal government's constant meddling.

Hopefully, our state governors will lay the ground work over the next four years by fighting for a return to states rights and Constitutional government. Nullification needs to become a household word and our state governments are going to need the intestinal fortitude to stand up to Obama or 2016 may just be a repeat of 2012.

Where Does America Go Now?

Unfortunately, I see nothing good in America's immediate future. We have a socialist president who will now be able to pack the Supreme Court, the defense cuts are here to stay, as is Obamacare. Unfortunately, my election night predictions were blown out of the water; the American people really are as uneducated as the polls showed.

Once again the party selected a RINO that led us to defeat. Many of us dutifully supported him because we knew what the stakes were for the Supreme Court and the military. Obviously, many voters were unable to bring themselves to vote for Romney. Romney's support for the NDAA, the Patriot Act, and his refusal to hammer Obama on Libya and his failures as president simply left too little difference between the candidates for the voters.

Many are already calling for a more moderate Republican party. We already tried that with McCain and Romney. It is time the party gets a Libertarian minded candidate as the nominee. I will immediately start promoting candidates that fit the bill like Sen. Rand Paul. Now is not a time to sulk away and pout, there is too much at stake for our Republic. We have to start working towards making Obama a lame duck president. It will be critical to win control of the Senate in 2014 when the Democrats will have the majority of seats up in the Senate.

Please do not lose hope, we must encourage our states to nullify any unconstitutional laws that Obama and the Supreme Court try to force upon us. The Tenth Amendment is our recourse. The founding fathers gave us the means to reign in an out-of-control federal government. Now we must hold our state governments accountable, if they don't stand up then we will have to vote them out. It will be crucial that we pray daily for our country. There is no doubt that we are balkanized and only God's grace and love can get us through.

Bill Donohue comments as follows:

M. Alex Johnson of NBC News and the editorial board of the Los Angeles Times are quite upset with the pro-Romney clergy, yet they have absolutely nothing to say about the pro-Obama clergy.

Consider the facts. The Pew Research Center released its findings on this subject last week: “Black Protestants are twice as likely as churchgoers to be hearing about the candidates at church.” Moreover, “Nearly half (45%) of black Protestant churchgoers say the messages they hear at church favor a candidate, and every one of those says the message favors Obama.” [My italics.] I guess NBC News and the Los Angeles Times missed that report. I guess they also missed the news story by Rachel Zoll of the Associated Press; she did a fair job covering this subject, citing the Pew findings.

The evidence that black ministers have been using the pulpit to promote Obama is hardly new. Just recently, the Charlotte Observer and the Washington Post offered plenty of detail on this issue. Also of interest is California Governor Jerry Brown: he campaigned in black churches for his ballot initiative to soak the rich.

Top prize for hypocrisy, however, goes to Nicholas Cafardi, a law professor at Duquesne University. On November 2, in a column he wrote for a Catholic dissident newspaper, he attacked Bishop Daniel Jenky for a letter that the Peoria bishop asked his priests to read at Mass yesterday. The letter, which Cafardi describes as a “non-endorsement endorsement,” amounted to “a partisan political rant.” Yet on that very same day, it was reported that Cafardi was one of over 60 “faith leaders and ministers” who signed a statement that literally endorsed Obama. Indeed, they raved about everything from ObamaCare to Head Start, both abject failures.

Different strokes for different folks? Or left-wing politics as usual? Both answers are correct.

Retired top military brass push for Romney - Washington Times

One More Day

Tomorrow we have an opportunity to stand up for our faith by voting out the most anti-religious, socialist president in our lifetime. It does not matter what state you live in, you need to get out and vote. Obama and the Democrat Party has spent the last four years at war with our civil liberties, our religious freedom, and stoking racial division and hatred.

Have you ever seen a president stand up and divide people constantly like Obama? We have to show him that his politics of anger and revenge will not win in America. We want our civil liberties and religious freedoms respected. They come from God and no politician has the right to try and strip them.

 It is a shame that so many were fearful to stand up and criticize what Obama and his party have done to this republic. He is not the nice, likeable man so many republican pundits have tried to claim. In his four years he has recklessly spent this republic into debt, while at the same time neutering Congress and claiming an ever-expanding list of powers.

Tomorrow is our chance to cast our vote of judgement over how Obama and the Democrat Party has governed. We must not waste it. A vote against Obama is a vote for religious freedom. An Obama defeat will be a warning to future politicians to leave the Church alone. No government should have the right to force citizens to violate their religious beliefs, yet this government has. I believe it has awoken a sleeping leviathan of American voters who have sat at home election after election in disgust with both parties who will no longer be silent any more.

  I know the pundits are saying that Obama has the advantage in the electoral college, I have spent years volunteering on campaigns and I have never been more confident that the experts are wrong. I see no scenario where we do not claim the Senate and win the White House and I could see us increase our House majority by two to five seats. It only happens if you get out and vote.
